As a Member of the Knights of Glory and Beer, my personal integrity is irreproachable. I will never degrade myself by the lying to, cheating of, stealing from, or harming the innocent. I hold myself personally and unequivocally responsible to ensure the preservation of the honor of the Membership and good name of the KGB at all times. I will, to the best of my power, cause the peace to be kept and prevent all offences against the persons and properties of those of "good" alignment.


Article. I. [Distribution of Powers]

Section 1.

The powers of the government of the KGB are divided between three distinct departments: the legislative branch, the executive branch, and the judicial branch. No person or collection of persons charged with the exercise of powers properly belonging to one of the departments shall be permitted to exercise any powers properly belonging to either or both of the other branches, except as expressly directed or permitted in this constitution.

 

Article. II. [The KGB High Council / Legislative Branch]

Section 1.

Clause 1: All legislative Powers herein granted shall be vested in a High Council of the Knights of Glory and Beer, which shall consist of prominent members chosen by the GuildMaster. The Chairman will coordinate the High Council. Council members may, during a Council meeting, present proposals for approval by the council. These Proposals must be sent to the Chairman, in writing before a meeting. Any member, Council Member, the Prime Minister, and The GuildMaster may issue a proposal for review by the High Council. The Chairman will appoint a Sergeant-at-Arms to help administer the meetings and proposals. The Sergeant at Arms will be responsible for the High Council Journal (See Section 3, Clause 3). A WebPage will be provided for the information contained in the Journal.

Clause 2: During meetings scheduled and lead by the Chairman, the proposals will be presented, discussed, and then voted on by the Council. The Prime Minister may attend and vote on presented proposals. If a proposal is passed, it is recorded and moves to the GuildMaster for final approval. If the GuildMaster approves it, it becomes Law, if the GuildMaster veto's it, it is returned to the Council for review. If three-quarters of the Council vote for it again, and the Prime Minister also votes for it, the GuildMasters veto is overridden and the proposal becomes Law.

Clause 3: The Council will decide on meeting times and lengths. Meetings may proceed even when Council members are absent if the Prime Minister and Council Chairman concur that the said meeting should continue. In a veto override vote, all Council members must be present.

Clause 4: The High Council Proposal to Law Procedure Summary and Protocol

a) A Member contacts the High Council Member of his choice and shares an idea for a proposal, or a High Council Member creates an idea himself that is worthy of a High Council Proposal.

b) The High Council Member writes the idea in Proposal forum.

c) The High Council Member posts the proposal on the High Council Message Board

d) The outcome of the vote on the proposal will be posted on the message board. It will be added to the Constitution and eventually deleted.

Section. 2.

Clause 1: The High Council shall be composed of Members chosen by the GuildMaster. The GuildMaster will appoint the Chairman of the High Council as needed.

Clause 2: No Person shall be a High Council Member who shall not have attained the Title of Honorable, and or been a member for at least one month.

Clause 3: A High Council Members term is 6 months. At that time the GuildMaster may review his position.

Clause 4: The Prime Minister and High Council Chairman can cast 2 votes each

Section. 3.

Clause 1: The High Council shall be the judge of the elections, returns and qualifications of its own members, and a majority shall constitute a quorum to do business. A smaller number may adjourn from day to day, and may be authorized to compel the attendance of absent members, in such manner, and under such penalties as the High Council may provide.

Clause 2: The High Council may determine the rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence with the GuildMaster and Prime Minister, expel a council or guild member.

Clause 3: The High Council shall keep a journal of its proceedings, and from time to time publish the same, excepting such parts as may in their judgment require secrecy. If two thirds of the attending members of the High Council desire it, the votes of the Council shall be recorded in the journal.

Clause 4: The High Council shall not adjourn for more than one week.

Section. 4.

Clause 1: Every proposal passed by the High Council, shall, before it become a Law and be implemented, be presented to the GuildMaster. If he approves, he shall endorse it. If not, then he shall return it with his objections to the High Council in which it originated, who shall enter the objections at large on their journal, and proceed to reconsider it.

Clause 2: The Prime Minister shall be first to interview member candidates. If the Prime Minister feels the said candidate is worthy of KGB Membership, he shall make it known to the chairman of the High Council. The chairman shall assemble a team to interview the candidate and vote on his membership. If the Council approves him, the Prime Minister shall bring him before the GuildMaster for final review and approval.

Section. 5.

Clause 1: The High Council shall have the following powers:

Clause 2: To borrow Money on the credit of the KGB.

Clause 3: To establish uniform Rules of Membership, and uniform Laws of conduct.

Clause 4: To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water.

Clause 5: To make Rules for the Government and Regulation of Armies (Rules of engagement).

Clause 6: To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the KGB, or in any Department or Officer thereof.

Section. 6.

Clause 1: No Single Member shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal, or create a Law.

 

Article. III. [GuildMaster, Prime Minister / Executive Branch]

Section. 1.

Clause 1: The executive power shall be vested in a GuildMaster. He shall hold his office during the term of life, and, together with the Prime Minister chosen for the same term.

Clause 2: In Case of the death, resignation, or inability to discharge the powers and duties of the said office, the same shall devolve on the Prime Minister, and the High Council would vote on a replacement. In the case of the Prime Minister, the GuildMaster would select another. In the case of the GuildMaster, The Prime Minister would then act as GuildMaster until the disability be removed, or a GuildMaster elected by the High Council.

Clause 3: Before the GuildMaster enter on the execution of his office, he shall take the following oath or affirmation: "I do solemnly swear (or affirm) that I will faithfully execute the position of GuildMaster of the KGB, and will to the best of my ability, preserve, protect and defend the constitution of the KGB."

Clause 4: The Prime Minister is authorized to carry out the duties of the GuildMaster in his absence. This position has all the powers of GuildMaster in accordance with the wished and duties assigned by the GuildMaster. The Prime Minister is second in command and his orders should not be questioned.

Section. 2.

Clause 1: The GuildMaster shall be Commander in Chief of the Armed Forces and Guild Secret Service. The GuildMaster and Warlord are fully responsible for Armed Forces rank and awards. Other than the GuildMaster or Warlord, only the KGB Supreme Court may remove a member of the Armed Forces from the Guild if they have violated the KGB code and previously been officially warned

Clause 2: He shall have power, by and with the advice and consent of the High Council, to make treaties, provided three fourths of the High Council members present concur. He shall nominate, and by and with the advice and consent of the Prime Minister, shall appoint ambassadors, other public ministers and consuls, Chairman of the High Council, and all other officers of the KGB, whose appointments are not herein otherwise provided for, and which shall be established by Law.

Clause 3: The GuildMaster shall have Power to fill up all Vacancies that may happen in the High Council.

Clause 4: The GuildMaster may remove

Clause 5: The Prime Minister will represent the Guild in the Supreme Court, and is considered the Chief enforcement officer of the KGB code of laws

Section. 3.

He shall from time to time give to the High Council information of the State of the Guild and recommend to their consideration such measures, as he shall judge necessary and expedient. He may, on extraordinary occasions, convene the High Council.

Section. 4.

The GuildMaster, Prime Minister and all civil Officers of the KGB shall be removed from Office on conviction of, treason, bribery, or other high crimes and misdemeanors.

Section. 5.

Clause 1: The GuildMaster (and Prime Minister in his absence) shall enforce the powers below on a day to day basis. The High Council may choose to review these actions and may overturn executive decisions with the same 2/3rd vote required to overturn a veto at their next scheduled meeting. The High Council may enact any of these powers on its own by proposal and majority vote. Only the High Council has the right to enact taxes or member dues.

Clause 2: The GuildMaster and Prime Minister are responsible to uphold the laws of the Constitution of the KGB and enforce the will of the KGB Supreme Court.

Clause 3: To borrow Money on the credit of the KGB.

Clause 4: To regulate Commerce with foreign Guilds and organizations.

Clause 5: To establish uniform Rules of Membership, and uniform Laws of conduct.

Clause 6: To hunt and provide for the Punishment of Guilds, Organizations, groups, and individual who are guilty of Murder.

Clause 7: To define and punish Piracies and Felonies committed in Brainier, and Offences against the Laws of Lord British.

Clause 8: To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water.

Clause 9: To raise and support armies. To enforce the KGB's will.

Clause 10: To provide for Members to execute the Laws of the Guild, suppress Insurrections and repel attacks.

Clause 11: The GuildMaster may punish Members for disorderly Behavior, and, when deemed necessary, expel any Guild Member or Senior Guild Official.

 

Article. IV. [Judicial Branch and Powers]

Section. 1.

Clause 1: The KGB Supreme Court will work in tandem with the KGB Prime Minister to enforce and review the laws of the Guild. The GuildMaster will appoint a Chief Justice of the Supreme Court for the term of life.

Clause 2: The Supreme Court may officially mark Members for disorderly Behavior, and, after due process of law, expel any Guild Member or Senior Guild Official.

Clause 3: Due process of law consists of The Chief Justice selecting two additional Justices and holding a hearing were evidence and testimony for both sides is presented. The Prime Minister would represent the KGB. The accused has the right to be represented by the person of their choice. After both sides have presented their cases, the Chief Justice and the chosen Justices will come to a majority verdict.

Clause 4: A conviction requires testimony from two witness, testimony from one Senior Guild Official witness (Executive cabinet, High Council, and or Supreme Court Justice), or a confession in open Supreme Court hearing.

Clause 5: If a Member is convicted of a crime against the Guild or a violation of the KGB Code, they will be marked with a 90 day probationary period on the first offense and any other penalties that the Chief Justice feels are necessary. If the first offense is serious enough to warrant dismissal, the KGB GuildMaster concur with the Chief Justice before expulsion on a first offense may take place.

Clause 6: If a Member is convicted of a second act in the 90-day probationary period, they may be expelled or granted a second probation. The Chief Justice will make this decision.

Clause 7: Expelled members may re-apply to KGB after a 180-day period. They must undergo the KGB Citizenship procedure before joining any KGB stone.

 

Article. V. [Amending the Constitution]

Section. 1.

The High Council, whenever two thirds vote deem it necessary, shall propose Amendments to this Constitution.

 

Article. VI. [Impeachment / Recall from office]

Section. 1.

Clause 1: Any member may with a petition of at least ten KGB citizens may enact the process of Impeachment / Recall.

Clause 2: If the membership of KGB feels that any Government Official (GuildMaster, Prime Minister, Chairman of the High Council, High Council Member, Chief Justice of the Supreme Court, Justice of the Supreme Court) is not upholding their office or adhering to the KGB Constitution, they may be the target of the Impeachment / Recall act.

Clause 3: A special vote would be held within seven days of the submitted petition.

Clause 4: A 2/3-majority vote would remove the charged officer from office immediately

Article I, Introduction

The Knights of Glory and Beer have been dedicated to the destruction of Evil and the protection of the innocent. As the world has changed, so have the KGB guidelines. Our world has a flawed Notoriety and Judgement system, but it is the only system available. This document will serve as the members Bible. All members of the KGB are expected to follow the rules listed here and will be judged based upon them.

Membership Oath:

I will, to the best of my power, cause the peace to be kept and prevent all offences against the persons and properties of those of "good" alignment.

Article II, Rules of Conduct and Engagement

Section I, CONDUCT
The following are the rules of KGB Citizen and Military advisor conduct that every member is follow. Violations of these rules will result in review and punishment per the KGB Supreme Court.

Clause 1: Presentation and Communication - KGB Members will treat all persons (Friends and Foes alike) with respect in all forms of communication at all times. No Member of the KGB will use profanity / foul language to taunt and or racial slurs under any circumstances. KGB Members will present themselves as honorable, respectable, and chivalrous at all time with no exceptions.

Clause 2: Knowledge - You are expected to be educated in the rules and regulations of KGB, and keep up to date on current events and needs. All members are expected to check the KGB Sentinel, State of the KGB page, and the KGB Meeting Hall (KGB Citizens only) on a regular basis. Ignorance of the KGB's ever-changing laws is not an excuse.

Clause 3: Loyalty - You are expected to obey the wishes of the guild leadership and follow the rules and regulations of the guild at all times, without question. There are ways to question the conduct of Guild leaders if you feel that they are not following the KGB code. This should be done after you have performed your duty, as the Commanders will be held directly responsible for their decisions and orders. The KGB GuildMaster and Prime Minister are always there to discuss the actions of Guild leadership.

Clause 4: Personal Conduct - KGB members will never be involved in lying to, cheating of, stealing from, or harming the innocent. As a member of KGB it is your responsibility to enforce the code and mission. You must take all of the conduct guidelines into consideration as you perform your duty.

Clause 5: Assistance and Association - You are a member of KGB first. You must be prepared to put guild goals ahead of your own, and your loyalty to the Guild above personal friendships and relationships. All members of KGB are expected to perform their duty at all times. KGB members will not associate with criminals and enemies of the guild while they wear the KGB title. If the situation arises that you feel you may have to take action against a friend or family, you have the right to excuse yourself from the situation.

Clause 6: Your Notoriety (Red and Blue) - KGB members are not permitted to be flagged RED, no exceptions. KGB members that slip to RED must resign from the GuildStone immediately, and make returning to blue their highest priority. Upon return to blue you will appear before the KGB Supreme Court where your actions will be reviewed. If you are found to be justified you may return to the stone with a warning. **PLEASE NOTE** KGB members need to do what is necessary to avoid turning RED. If this means altering your tactics, so be it. As the defenders of the innocent and the dealers of justice, we cannot afford to be seen RED.

Section II, Rules of Engagement:

Following are the rules of engagement that must be applied to each situation that may involve combat. Although the current system is flawed in many ways, it is the only system we have. KGB is judged based on how they act and re-act to these situations.

Clause 1: RED = DEAD - KGB Armed Forces will attack and kill any person or persons of RED alignment, no questions, no exceptions. It is a KGB member's duty to attack and kill EVIL RED murders. You as a representative of the KGB have a license ANY RED marked murderer. KGB's policy is well advertised, and it is the responsibility of innocent REDS to stay out of site until they return to blue alignment.

Clause 2: ORANGE - KGB Members will treat all persons of ORANGE notoriety as enemies and should be killed on site. No exceptions, no excuses.

Clause 3: GRAY - KGB Members must evaluate each person of GRAY notoriety on a case by case basis. Just being GRAY is not excuse to attack. You must have seen a crime committed or be advised by a trusted individual that witnessed the crime. Insults, taunting or other forms of verbal attack are NOT grounds for attack. In War Parties, KGB members will wait for orders by the unit commander before attacking GRAY persons.

Clause 4: BLUE - KGB Members will NEVER attack persons of BLUE notoriety. Only a special decree by The KGB GuildMaster, Prime Minister, Warlord, Chairman of the KGB High Council or KGB Knight General can permit attack upon blues. YOU WILL STILL BE ACCOUNTABLE for any murder counts you receive regardless of leadership decree. THERE IS NO exception TO THIS RULE.

Clause 5: Newly Resurrected - KGB will not execute the newly resurrected.
